I feel like with how static this is and with how prevalent obscuring terrain is, this would struggle to win at all against Aeldari, Harlequins, Orks, majority of Daemons, Custodes, etc. You actually don't have many units so grind them down can often be quite easy too, Assassinate is good against armies with characters who want to charge the tau blob, While we stand we fight is good against someone you know will struggle to kill the riptides and you can keep the commander safe, Raise the banners is good because you have FW who won't be doing anything and also shadowsun (who can often be out of range early game) and the ethereal who can raise banners, They can score 9 from assassinate and it's easy to protect the characters.
